Abstract

Konflik Gaza yang kembali memanas tidak hanya menjadi isu kemanusiaan, tetapi juga menjadi ajang untuk menguji konsistensi politik luar negeri negara berpenduduk mayoritas Muslim seperti Indonesia dan Malaysia. Kajian ini menyoroti bagaimana kedua negara merumuskan kepentingan nasional serta persepsi ancaman dalam konteks sistem internasional yang penuh dinamika, sekaligus memperlihatkan posisi struktural mereka di kawasan Asia Tenggara. Tujuan penelitian ini adalah memahami bagaimana perhitungan struktural dan kepentingan nasional membentuk respons diplomatik Indonesia dan Malaysia terhadap isu Palestina. Metode yang digunakan adalah studi kasus kualitatif dengan analisis dokumen resmi, pernyataan pemerintah, serta sumber akademik yang relevan. Hasil penelitian menunjukkan bahwa Indonesia lebih menekankan pendekatan multilateral yang legalistik, hati-hati, dan berfokus pada legitimasi hukum internasional. Malaysia justru menampilkan strategi simbolik yang bersifat konfrontatif sebagai wujud solidaritas politik. Empat variabel dalam kerangka defensive realism yaitu posisi struktural, persepsi ancaman, kepentingan nasional, dan kanal kebijakan dapat menjelaskan perbedaan strategi kebijakan luar negeri kedua negara. Penelitian ini memberikan kontribusi teoritis dalam studi hubungan internasional dengan memperkaya pemahaman mengenai perilaku negara berkembang di Asia Tenggara dalam menghadapi isu global yang berkaitan dengan politik, keamanan, dan solidaritas dunia.
